BOARD OF DIRECTORS MEETING
BOBCAT SPRINGS MUTUAL WATER COMPANY
February 21,
2018 @ Adriansen’s, 1301 Cougar Ridge Road
Mike Adriansen (MA) called the meeting to order at 6:30 PM. Other board members present were Bob Cash
(BC), Steve Kantor (SK) and Dennis Beebe (DB).
Also present was Jeanette Webber.
VERIFICATION THAT PREVIOUS MONTH’S MINUTES WERE REVIEWED,
APPROVED, AND DISTRIBUTED ELECTRONICALLY.
The Board did verify.
ELECTION OF OFFICERS- The Board unanimously re-elected all
officers.
TREASURER’S REPORT- BC reported two homeowners in arrears. BC
and MA will contact these homeowners directly before the board takes more
stringent action. If required, a letter
will be included in the water bills to be issued 1 March 2018.
COMMITTEE REPORTS
Water
– The board discussed potential changes to the 2019 budget to
include allocating the fixed administrative costs to more equitably share these
costs with homeowners who do not have meters, or who use minimal amounts of
water. This approach was previously
recommended by Robin Wilkins and approved in an advisory vote at the annual
meeting. The board approved this approach for the 2019 budget (4-0; Motion: SK;
Second:DB)
Finance
– We have changed our insurance agent to California Rural Water Assn. Our insurance will renew 31 Mar 2018.
Local
Planning Issues- DB summarized the progress in
implementing the Sustainable Ground Management Act, an effort led by the Santa
Ynez River Water Conservation District.
The good news so far: all milestones required by the State have been met
and local control has been maintained.
The District is now attempting to obtain grant funding for the next
milestone, the (expensive) Sustainable Groundwater Management Plan.

The next
meeting will be 19 April 2018 at 6:30 PM at MA’s house.
