MONTHLY BOARD OF DIRECTORS MEETING

SPRINGS RANCH HOMEOWNERS ASSOCIATION
Feb 21,2018 at Adriansen’s, 1301 Cougar Ridge Road
Mike Adriansen (MA) called the meeting to order at 6:54 PM. Other Board members present were Bob Cash
(BC), Steve Kantor (SK) and Dennis Beebe (DB).
Jeanette Webber also attended.
VERIFICATION THAT PREVIOUS MONTH’S MINUTES WERE REVIEWED,
APPROVED, AND DISTRIBUTED ELECTRONICALLY.
The Board did verify.
ELECTION OF OFFICERS. The
Directors agreed to serve in their same positions for 2018 (4-0; Motion:SK,
Second: DB)
TREASURER’S REPORT. BC
reported two lot owners in arrears. BC and MA will contact these owners before
more stringent action is taken by board.
COMMITTEE REPORTS
1.
Finance – Robin Wilkins received quotes from two insurance
companies. At Robin’s recommendation the
board accepted contracts with USLI for HOA liability insurance ($1695 premium)
and Great Divide for D&O liability insurance ($1543 premium) 4-0
(Motion:DB; Second:SK). Many thanks to
Robin for identifying these insurance sources which will take effect on 1 April
2018
2. Roads
– MA will install the combination padlock this week at the end of Cougar Ridge
Road (combo: 3333). MA has prepared the
voluntary trespass cards and will provide them to any homeowner who requests
them. A significant pothole on Bobcat will be repaired.
In another
action (4-0, Motion:MA; Second:DB) the board established a procedure for
recalcitrant homeowners who do not adequately clear their roadside property the
required 10 feet. The board members will
inspect the roads in late spring.
Homeowners not found in compliance will get the following communications
from the board;

Letter with a deadline, the board’s
stated intention to contract for the clearing, and to bill the homeowner. The letter will also remind the homeowner of
the board’s right to execute a lien against the property if the bill is not
paid.
The board reiterated that the board is the authority for
determining compliance, including requiring clearing that may be in excess of
the fire department’s opinion.
3. Trails –Jeanette Webber provided the
latest draft of the waiver for equestrian trail riders for discussion. The board approved the waiver and the policy
related to it. In a 4-0 vote the board
approved the requirement for this waiver to be signed by all equestrian trail
users, whether homeowners or guests. A
signed copy of this waiver for all riders is required to be provided to the
Chair of the Trails Committee prior to riding, effective 1 April 2018. (Motion
