AGENDA
CALL TO ORDER -Meeting was called to order at 7:02 pm. Board
members present were Mike Adriansen(MA), Bob Cash(BC), Steve Kantor(SK) and
Skip Jankoski(SJ). Guests present were Trails
Committee Chair, Jeanette Webber(JW)
VERIFICATION THAT PREVIOUS MONTH’S MINUTES
WERE REVIEWED, APPROVED, AND DISTRIBUTED ELECTRONICALLY- so
verified
TREASURER’S REPORT- BC reported no problems, all receivables are
in order except the one “back lot” owing road use fees. BC visited the owner at
795 Bobcat Springs to discuss the arrears and was told the owner feels he has
no responsibility to pay. BC will continue to follow up and possibly file a
small claims suit, for which he has secured the forms.
COMMITTEE REPORTS
1. Finance -
Reserve study contract - The board approved the contract to engage
Facility Advisors to prepare the 2019 Reserve Study at a cost of $1500, (within
budget). Motion by SK, seconded by SJ and approved by 4-0 vote.
The HOA Liability, and D+O Insurance policies have been renewed
effective April 1, at a total cost of $3238.80 (within budget).

2. Roads - update, repair potholes after rain,
erosion control on a members property- Hayes and Sons has done most of the road
repairs needed due to the heavy rains of this year, at a cost so far of $10417,
which includes erosion control berms throughout the Ranch. Some work is still
to be done as weather permits.
MA was in Santa Maria for several hours at County Planning
trying to find grading and road construction plans for the areas of the Ranch
needing erosion control and repair, to no avail. Planners are unsure if
Walther(the developer) ever submitted any Phase II plans for the roads. MA will
try again, and if unsuccessful, the soils engineer asked to rectify the erosion
off Bluebird will need to start from scratch and develop a mitigation plan.
3. Trails -
Private insurance paid for by riders- Trails Chair JW has been meeting
with some lot owners to secure access over private property to enhance the
safety and rideability of the trail system. In conjunction with that, the
riders using the trail system in the Ranch have decided to purchase a separate
insurance policy for $791 per year to indemnify the private property owners who
allow them access over their property. The riders have formed “The Jonata
Springs Trail Riders Club”, and will each pay a portion of the insurance
premium. Any HOA member or their guest rider must join the “Club” before being
allowed access to the private property sections of the enhanced trail system.
This will not affect the existing trail system or members and guests use of it.
The Trail Committee has requested a roadway mirror be installed
at a site along lot II-11 to allow drivers to see riders crossing Cougar Ridge
around a bend in the road. Rider, Nan Freeman, will show the Road Chair the
location for the mirror.
The Trail Committee has decided to use less aggressive dressing
techniques on the trails in the future to minimize erosion. These include
mowing trails instead of blading with a dozer, and hand weed whacking in some
areas, as well as compacting with an ATV roller.
When dressing the trails this year, soil will be imported and
added to the road edge near the driveway of lot II-22.
4. ARC- No Report
5. Zaca Preserve and local planning issues-
pipeline EIR meeting -MA and SJ attended County planning meeting and read our
concerns into the record for the pipeline EIR.
6. CERT- Emergency Plan feedback- SJ presented
a draft map showing the newly designated emergency escape routes. The map will
be laminated and distributed when all emergency phone contacts are included,
and when the HOA has secured release of liability for the affected property
owners. REMINDER- THESE ROUTES ARE TO BE USED IN AN EMERGENCY ONLY, AND THE
ROUTES NOT SHARED WITH NON MEMBERS due to liability issues, and possible
closure in an emergency if officials know of them. Members are again asked to
install a water storage tank for fire suppression. Only a few responded to
prior request to join a buying pool to get a discount. 5000 gallon tank may not
be needed, smaller tanks would be welcomed by the SB County Fire.
7. Hospitality - No Report
OLD BUSINESS
1. Emergency
preparedness discussion. - road edge brush clearing letter to members- The
letter went out with the billing, and a reminder will be emailed on April 1
stressing the changes to the brush clearing this year in response to the
Windmill Fire.
NEW BUSINESS
1. Walkers on roads-associate membership?- The Board decided by
acclimation not to offer Associate Memberships to area residents allowing them
to legally use our roads and trails. The Board also reaffirmed the Policy that
the Ranch is PRIVATE PROPERTY, and trespassing should be discouraged. HOA
MEMBERS ARE ENCOURAGED TO USE POLITE
DISCRETION ENFORCING THE POLICY. It is the members who should enforce the
policy, the Board having done all required signage. The Board will continue to
monitor the situation.
2. Propane purchase in bulk- A member suggested the Ranch
inquire about bulk purchase of propane to secure a better cost. MA contacted
one supplier and was assured it is possible to secure a bulk purchase contract.
Supplier needs all members to join in the bulk purchase, and the Board to sign
a contract assuring all members are included. MA will poll the members by email
to see if the idea should be pursued.
3. Set time, date, and location of next meeting - The next Board
meeting will be April 25, 6:30pm at 1301 Cougar Ridge Road.
