                             MONTHLY BOARD OF DIRECTORS MEETING

                   JONATA SPRINGS RANCH HOMEOWNERS ASSOCIATION

                        September 12, 2019 at Adriansen’s, 1301 Cougar Ridge Road

Mike Adriansen (MA) called the meeting to order at 6:57 PM.  Other Board members present were Steve Kantor (SK), Skip Jankowski (SJ), Bob Cash (BC) and Dennis Beebe (DB). 

VERIFICATION THAT PREVIOUS MONTH’S MINUTES WERE REVIEWED, APPROVED, AND DISTRIBUTED ELECTRONICALLY.  The Board did verify

TREASURER’S REPORT.  No Report

COMMITTEE REPORTS

1.   Finance –.

SK reported that as a business, the HOA will not be able to establish interest earning accounts reported in the minutes of 13 June.  SK will now examine CD options for the reserve balance.

            SJ will investigate the set up costs for on-line payments at the JSR web site

            SJ will discuss potential expansion of the JSR web site with Jim Powell to better promote the JSR          

A preliminary budget prepared by Robin Wilkins was reviewed by the board.  Action on the 2020 budget will be deferred until the completion of the on-going reserve study.

 2.   Roads

Bluebird. The board reviewed the engineering plan for improving the  management of water at the base of the Kiss property along Bluebird.  The board approved Dave Mexico’s offer to perform the needed excavation, a future volunteer sand bag party, and the expenses for the materials (Motion: SK, Second: SJ, 5-0).

MA will remind John Burnaby of the need to post and reflector repair and replacement

Payment for the slurry seal on Rolling Meadow has been withheld pending the contractor’s action to correct some problems  

3. Trails –Jeanette Webber reported all trail improvement accomplished.  All the trails that the trails committee set out to do are finished. These include the Old Ranch Road on the Kantor/Kissik property, the Connors trail, and the Vernon trail.  The Bluebird trail also had a slight modification. Many thanks to the homeowners involved.

4.   ARC – Nan Freeman reported ARC approval of a front porch addition to Lot II-20

 

5.   Zaca Preserve and Local planning issues –The developer of the Meritage senior housing project along the frontage road has requested a one-year extension from Buellton.  The board will not oppose this request.

6.   CERT-MA will participate in a County drill in Goleta on October 26.  The City of SB will also conduct an aircraft crash simulation on 25 September and is looking for volunteer “victims”.

7.   Hospitality –The next JSR open house on 3 October will be hosted the Cortese’s at 1655 Cougar Ride (Lot II-14).

OLD BUSINESS

Emergency Preparedness.

SJ will prepare draft letters for board review for the remaining homeowners still not in compliance with required roadside brush and grass clearing and tree trimming.

CC&R Changes. The board is awaiting action by the attorney.

NEW BUSINESS. The next meeting will be October 24, 2019 at 6:30 PM at MA’s house.

CALL TO ORDER.  Mike Adriansen (MA) called the meeting to order at 6:36 PM.  Other Board members present were Dennis Beebe (DB), Steve Kantor (SK), Bob Cash (BC) and Skip Jankoski (SJ). 

VERIFICATION THAT PREVIOUS MONTH’S MINUTES WERE

REVIEWED, APPROVED, AND DISTRIBUTED ELECTRONICALLY. The board did verify

TREASURER’S REPORT.  No Report

COMMITTEE REPORTS

Water – Dave Mexico has painted all fire hydrants and cleared the brush nearby

             

Finance –

Investment Options for reserve funds. SK reported that as a business, BSMWC will not be able to establish interest earning accounts reported in the minutes of 13 June.  SK will now examine CD options for the reserve balance.

            SJ will investigate the set up costs for on-line payments at the JSR web site

            Draft Budget for 2020 was proposed and the Board opted to wait for the Reserve Study to finalize the budget.

 Online Payments for Water Bill.  SJ will investigate the set up costs for on-line payments at the JSR web site
