January 2019 at Andersen’s Pea Soup Restaurant, Buellton
Mike Adriansen (MA) called the meeting to
order at 10:00 AM. Other Board members
present were Bob Cash (BC), Steve Kantor (SK) and Dennis Beebe (DB). The sign in sheet verified that a quorum of
homeowners were present.
The Board members verified that the previous Board meeting
minutes had been reviewed, approved and distributed electronically.
MA made his opening remarks and highlighted the volunteer work
performed by the homeowners, committee members including Jim Powell (website)
and Jake Rabon (signs). MA’s remarks included the following reminders to
homeowners:

Speed limits

COMMITTEE REPORTS
Finance
– Budget Analysis, JSRHOA and BSMWC. MA
presented the report for chair Robin Wilkins. The JSRHOA assessments in 2019
will not change ($100 per month) and the reserves will be 100% funded for the
next five years. MA summarized the
Board’s decision to change the BSMWC policy of funding administrative costs by
homeowners who do not use water. The
monthly charges for 2019 will be $41.22 for operations, $84.00 for reserve
assessment, and $11.00 for meter. The
water usage charges in 2019 will be $1.75 per unit. BSMWC reserves will be 120% funded in 2019,
decreasing to 101% in 2023. The homeowners applauded Robin for her expert work.
Roads
– John Burnaby summarized Roads Committee report. The roads remain in good shape. Thanks John!
Water
– Chair Dave Clark introduced Watermaster Dave Mexico who summarized the annual
report and answered questions. The water
quality continues to meet all standards and the water system remain in good
condition. Thanks Dave and Dave! The
Watermaster’s report is Attachment 2.
ARC
– Chair Nan Freeman provided her report in Attachment 2 and reminded everyone
that the ARC guidelines are available on the website.. Thanks Nan and Committee members! The ARC
report is Attachment 3.
Trails
– Chair Jeanette Webber provided the report and thanked MA, Jim Powell and Dave
Mexico for trail clearing. Annual trail grooming is planned for late April or
early May. The committee will also be
addressing some difficult spots for the possible incorporation of switchbacks
like “Heart Attack Hill” and at the Luke’s property. Jim Powell will contact Steve Luke to request
his blanket permission for all riders to use a portion of Steve’s property
until a more permanent solution can be found.
Local
Planning Issues –
62 Acres Along Bobcat.
Realtor Randy Stone summarized the history and current status of this
land which could be subject to a lien sale (“sheriff’s sale”) in February. The Association’s past offer of $399K was not
accepted; the current value based on taxes is $589K. Advisory Vote taken, members request theBoard to pursue the purchase
and keep them appraised of the progress.
Pot Ordinance. MA summarized the status of the latest
draft to be reviewed by the BOS on 29 January and recommended homeowners
consider making comments on line to the Clerk of the Board on this subject as
well as the existing pot operation at 795 Bobcat Springs Road (that may no
longer be in compliance with County requirements).
Senior Center on Jonata Park Rd.
MA reported that the developer needs to obtain a permit extension.
CERT
– Skip Jankoski presented a summary of the report, “JSR Emergency
Preparedness and Evacuation Procedures”, that will be released to all
homeowners in the new future. The report
was developed by a committee of homeowners under Skip’s leadership in response
to the Windmill fire. Three key
highlights of the report are:
The plan for two evacuation routes through the Pohls and Luke
properties.
The strong recommendation of the Fire Department for all
homeowners to install a 5000 gallon water tank.
Improved communication through the organization of zones with
5-6 homeowners each.
Skip requested all homeowners review the report when available

TREASURER’S
REPORT. BC reported no
problems.
Election
under Revenue Ruling 70-604.
The homeowners voted unanimously to role excess funds from 2018 into the
reserves (Motion: DB; second: SK).
Collections
policy for both companies renewed.
The Board did so renew these policies without change.
2019 ELECTION of Board of
Directors. Skip Jankoski was
nominated from the floor and accepted.
All of the 2018 Board stood for reelection.
DISCUSSION
ITEMS
MA again reminded homeowners to pay attention to the condition
and appearance of their fencing.
After much discussion the homeowners provided a unanimous
advisory vote to continue the current policy of the homeowners’ responsibility
to clear the road edges of grass, brush and tree limbs. The Board procedures for 2019 will include
one announcement for the clearing to be done by 1 May 2019. The Board will
specify the clearing requirements of “defensible space” as defined by the Fire
Department. On 1 June 2019 the Board
will begin clearing the negligent homeowners’ road edges through a contractor
and will bill those homeowners in their monthly HOA invoice.

ADJOURN
- MA adjourned the meeting at 12:00
PM. The next board meeting will be 4 February 2019 at 6:30 PM at
MA’s house.

President’s
Remarks 2019
Welcome to the combined Annual Meeting of
JSRHA and BSMWC. I would like to specifically welcome our new neighbors, Roger
and Amy Rondepierre, Lot III-2.
We will begin with the committee reports,
followed by the Treasurers report (Budget for 2019), the election of next
years’ board, and lastly the discussion items.
If you have anything you would like to discuss with your neighbors for
the betterment of the community, please bring it up at that time.
I remind you, that the Board of Directors
makes all the business decisions for this community; however your discussion
and council are necessary for the Board to adequately discharge this responsibility.
I urge you to speak your mind when appropriate, but please wait to be
recognized by the Chair.
Before we begin the committee reports, I
have a couple of housekeeping announcements. First, the Board has renewed the
collections policies for both companies. No change to the HOA collection
policy, the Water Company policy was updated in 2015 to agree with new state
law allowing us to place a lien on a property where funds are past due. Copies
of the collections policy are available by contacting me. Secondly, while the
Association may from time to time allow variances on fencing and landscaping,
at no time are any trail easements being abandoned. This fact is reiterated for
the minutes from time to time. Lastly, The Association again reminds all drivers
within the Ranch to obey posted speed limits, and especially to abide by
California Vehicle Code section 21759 as it relates to domestic animals along
the roadway.
I would like to thank all the committee
members for their hard work this past year, and I would ask that the committee
chairs introduce their committee members before giving their respective
reports. These are the people who keep our assessments and dues low by
volunteering their time and expertise to one of the standing committees, and they
deserve our heartfelt appreciation. If you can spare a few hours to help out,
please see one of the committee chairs or any board member to volunteer. I
would also like to thank Jim Powell for maintaining the website, and keeping
the membership and community informed about our association, and Jake Rabon who
maintains the signage on the Ranch.
Please take a look at your fencing, some
areas need attention.

10/24/18 Replaced the upper reservoir solar components: panel, charger, and battery
11/12/18 Replaced the Well 5 pulse water meter register.
12/21/18 Well 5 – pulled submersible pumping equipment.

Attachment 3 ARC Report
January 2019
This was another quiet year for the ARC with only one project
presented for review. Lot II-16 is
putting in a new gate and wall around the utilities along with landscaping for
the new “tiny house” structure. The
aspects we continue to consider for any improvement is consistency with the
overall feeling on the ranch, views from the road and neighbors, and meeting
the guidelines set out in the CC&R’s.
As always, please remember to check the ARC Guidelines posted on our
website before starting household projects that affect the exterior of your property.
